The Point System Conference (PSC) is a 2-hour program that is intended to acquaint drivers with Maryland law regarding the Point System and the possible suspension or revocation of their driving privilege due to accumulated points. You will be assigned to attend a PSC if you have accumulated 5, 6, or 7 points on your driving record within any two-year period. If you are required to attend a PSC, the MVA will send you a referral notice, along with a list of PSC providers. After receiving the notice, you must do the following: - Contact a PSC provider of your choice and sign-up for a point system conference;
- Attend a PSC within 30 days of the date on your referral notice (the due date is included on the letter). Take your PSC referral notice with you to class;
- If you misplace your referral notice and need a duplicate referral notice to take to class, please email your request, contact the driver improvement programs unit in the Driver Instructional Services Division (DISD) or visit an MVA branch office. If you visit a branch office, the branch representative will contact the driver improvement programs unit, which will print the duplicate letter. The notice will be available at the counter or will be faxed or mailed to you within 24 hours.
- If you are not able to attend a point system conference by the point system conference due date, you must complete a 6–8 hour Driver Improvement Program (DIP) by the DIP due date, which is also printed on your point system conference referral notice.
Upon completion of your class, you will receive a certificate of completion from the PSC/DIP provider.
If you cannot attend your scheduled PSC due to extenuating circumstances, you must provide the MVA with a reasonable explanation, along with supporting documentation. If your explanation is acceptable, you will be rescheduled for another point system conference and sent a new point system conference referral letter. As an alternative to attending a PSC, you may take the longer (6-8 hour) Driver Improvement Program (DIP), by the DIP due date printed on your PSC referral notice. If you do not attend either a PSC or a DIP by the applicable due date printed on your PSC referral notice, the MVA will suspend your driving privileges. You will be notified of the suspension by letter, in which you also will be instructed to surrender your driver’s license to any full service MVA branch office. You must successfully complete a DIP before you can apply for a new driver’s license. - DIP providers set their own fee. However, there is a maximum fee that can be charged for the driver improvement program.
- All payments (for PSC or DIP) should be made directly to the provider.
- There is a fee for a new driver’s license, should you need to obtain one.
